New roadmap outlines six strategic priorities to help safeguard Singapore's digital payments ecosystem as fraud, scams and cyber threats evolve
SINGAPORE, Sept. 9, 2026 /PRNewswire/ -- Visa today unveiled its Singapore Security Roadmap 2026 and Beyond, outlining a comprehensive strategy to strengthen the resilience of Singapore's digital payments ecosystem against an increasingly sophisticated fraud and scam landscape. As digital commerce rapidly evolves together with the rise in artificial intelligence (AI), this roadmap reflects the growing need for collective action across the payments ecosystem and highlights the priorities and collaboration needed to stay ahead of emerging threats while ensuring seamless and secure payment experiences.
Visa's updated roadmap focuses on six strategic priorities designed to enhance security across the entire payments value chain:
- Strengthening cybersecurity to anticipate emerging threats and enhance ecosystem resilience.
- Advancing authentication to deliver seamless and secure digital experiences.
- Enabling safer transactions through tokenisation, reducing exposure of sensitive payment credentials.
- Transforming eCommerce checkout experiences to improve convenience and consumer confidence.
- Leveraging foundational standards and risk programs to improve network performance and security.
- Building a resilient payments ecosystem to combat fraud and scams in the AI era.
"Trust underpins every digital payment experience and maintaining the confidence for consumers and businesses is critical as Singapore's digital economy continues to grow. As AI transforms commerce and creates new opportunities, it also raises the stakes in the fight against fraud and scams. Since launching our Singapore Security Roadmap in 2019, we have worked closely with industry partners to advance capabilities such as risk-based authentication and tokenisation, helping make payments safer and more seamless. This updated roadmap reflects the evolving threat landscape and reinforces our commitment to investing in the technology, intelligence and partnerships needed to stay ahead of emerging risks. By working together across the ecosystem, we can enable innovation, strengthen resilience, and ensure consumers and businesses continue to participate in the digital economy with confidence," said Adeline Kim, Group Country Manager for Regional Southeast Asia & SVP, Global Clients, Asia Pacific, Visa.

"Scams and fraud continue to evolve at an unprecedented pace, making collaboration across industry, government, and the private sector more important than ever. Global Anti-Scam Alliance (GASA) welcomes Visa's Singapore Security Roadmap and its commitment to advancing collective action, innovation and intelligence sharing to strengthen trust and resilience across Singapore's digital payments ecosystem," said Brian D. Hanley, APAC Director, Global Anti-Scam Alliance (GASA).
The roadmap comes at a pivotal time for Singapore. Digital payments continue to grow alongside broader digital economy expansion, while scams and cybercrime remain among the most pressing threats facing consumers and businesses. Based on a Visa commissioned study, close to seven in 10 Singapore residents trust digital payments. However, 42 per cent of Singapore residents also acknowledged that they have come across scams, although only 8 per cent have lost money from these scams. Fraudsters are increasingly harnessing AI, automation, and social engineering techniques to exploit trust and manipulate consumer behaviour, shifting from traditional unauthorised fraud towards authorised payment scams.
To address these evolving threats, Visa is continuing to invest in technologies that strengthen security while minimising friction. These include advanced AI-powered fraud detection capabilities, tokenisation, authentication innovations such as passkeys and biometric authentication, and expanded scam prevention solutions across both card and account-to-account payment environments. Visa currently deploys over 150 AI and machine learning models globally to help identify fraud, optimise authentication, and protect digital payments.
The roadmap also highlights the importance of ecosystem-wide collaboration. Visa will continue working closely with regulators, financial institutions, merchants, fintechs and industry partners to strengthen cyber resilience, improve fraud intelligence sharing, and accelerate the adoption of secure payment technologies.

By combining VisaNet settlement data with blockchain lending, Visa is helping its partners unlock new financing opportunities for stablecoin-linked card programs.
SINGAPORE, Sept. 9, 2026 /PRNewswire/ -- Today, Visa (NYSE: V) announced a new approach to onchain credit designed to help stablecoin-linked card programs and fintechs access working capital using onchain lending infrastructure and Visa data.
Onchain lending has emerged as one of the fastest-growing segments of digital finance. According to the Visa Onchain Analytics Dashboard, since 2020, more than $694 billion in stablecoin-denominated loans have been sent through onchain lending protocols, creating a global credit market that operates 24/7. Yet much of that activity remains concentrated within crypto markets and hasn't meaningfully supported the businesses and payment experiences people use every day.
Visa is helping bridge that gap by combining VisaNet settlement data with onchain credit infrastructure. This information can help lenders better understand how a program is operating, making it easier to evaluate financing opportunities that fit their needs and extend capital to support their goals.
"Stablecoins are not only changing how money moves, they're creating opportunities to rethink the financial infrastructure that supports payments," said Rubail Birwadker, Global Head of Growth Products and Partnerships, Visa. "We're seeing how trusted payment data and onchain technologies can work together to unlock new forms of liquidity, helping businesses access capital in ways that are more transparent, programmable and aligned to the speed of modern commerce."
The announcement builds on Visa's broader stablecoin strategy, which includes the recent launch of Visa Stablecoin Platform, enabling stablecoin settlement, expanding stablecoin-linked card programs, and helping financial institutions access new digital asset capabilities.
Today, more than 160 stablecoin-linked card programs operate on Visa's network, with payment volume on those programs growing nearly 200% year over year. Visa's stablecoin settlement volume recently surpassed a $20 billion annualized run rate, up more than 15x year-over-year.
For many emerging payment companies, obtaining working capital can be difficult during periods of rapid growth. Traditional financing structures often require significant scale, operating history or manual underwriting processes before credit becomes available. Visa believes blockchain-based lending infrastructure, supported by trusted payment data, can help address these challenges while introducing greater transparency and efficiency.
An early example of this model is Visa's work with Credit Coop, which provides working capital and settlement financing for stablecoin-linked card programs using smart contracts to automate funding, collateral management and repayment. With customer authorization, Credit Coop combines Visa settlement data with onchain transaction records to help assess credit performance and support automated settlement financing.
To date, the model has supported more than $2.5 billion in cumulative financed settlement volume since 2023 with zero defaults across participating facilities. The infrastructure has also processed more than 3,000 borrow events and 9,000 repayment events programmatically onchain, creating a transparent and auditable record of financing activity.
"Payment companies have always had good collateral in their settlement receivables, but no way to show lenders how it performs in real time," said Chris Walker, Founder and CEO, Credit Coop. "By combining Visa settlement data with onchain infrastructure, we can evaluate live performance, enforce repayment from the settlement flow and extend capital onchain from participating lenders as a program grows."
Visa views onchain credit as a natural extension of its broader efforts to bridge traditional financial infrastructure with emerging digital asset technologies.
As digital payment ecosystems evolve, access to liquidity remains a critical requirement for growth. Visa believes models that combine trusted payment infrastructure, tokenized assets and programmable financial services have the potential to support new forms of lending, treasury management and settlement across the global payments ecosystem.
"Visa has spent decades helping make payments more secure, reliable and accessible," added Birwadker. "As new forms of digital money emerge, we see an opportunity to apply those same principles to the next generation of financial services."
